It is controlled by China United Test & Certification Co., LTD, a first-tier subsidiary of the General Research Institute for Nonferrous Metals (GRINM) under the SASAC.

Headquartered in the Anting Automobile City, Shanghai, QC has established branches in Beijing, Qingdao, Suzhou, Hefei, Xi'an, Ningbo, and other locations. The company provides testing and verification services for vehicle manufacturers and their component suppliers.
