凯发新泉污水处理（乐平）有限公司成立于2007年，2009年完成一期建设。目前由启迪水务运营，启迪水务是启迪科服旗下专业水务投资运营平台，由启迪科服与凯发公司于香港共同设立，初期投资16亿元人民币，业务涵盖市政污水、工业污水、中水回用、自来水供应、海水淡化以及城乡供排水一体化建设和水环境综合治理，具备专业的水务投资、建设、运营和管理能力。2011年9月，乐平市政府与乐平市环保局根据“转变经济发展方式，推进节能减排，保护生态环境，加强生态文明建设”的方针，对污水处理厂提出改造建议。污水处理厂改造项目于2012年7月启动，总投资10760万元，占地23.3亩，构筑物容积18915 m³。2013年7月18日改造完成并投入试运行。2016年江西省政府办公厅发布【2016】6号文件，要求2017年底前完成提标改造工程，达到《城镇污水处理厂污染物排放标准》一级B标准。凯发新泉污水处理（乐平）有限公司计划投资约3600万元，在现有厂区西侧空地建设江西乐平工业园区污水处理厂提标改造工程，处理规模为1.2万吨/日，采用“高密度沉淀池+臭氧氧化+曝气生物滤池”工艺进行深度处理。主要内容包括中途提升泵站、高密度沉淀池、臭氧接触池、曝气生物滤池、臭氧发生间及变配电室的建设，同时预留厂区建构筑物除臭及污泥深度脱水设施。新建中途提升泵站用于提升二沉池出水，确保后续新增工段的水力高程需求。在二沉池后增设高密度沉淀池、臭氧接触池和曝气生物滤池，以进一步去除污水中的难降解有机物、总氮（TN）、总磷（TP）和悬浮固体（SS）等污染物。
