General Summary 职位描述
- Position plans, directs and coordinates the activities of employees engaged in chemical production plant support in the functions of central maintenance, utilities and engineering stores. This position reports to Plant Manager and is responsible for all maintenance and engineering works for the plant.作为工厂设备运维体系的核心管理者，全面负责工厂设备的全生命周期管理，确保设备高效稳定运行。该职位直接汇报给工厂厂长。
Essential Duties & Responsibilities 工作职责
- Develops programs, procedures and practices to encourage employees to work safety in an environmentally responsible manner to achieve quality results at acceptable cost levels. 制定安全操作规程与环保作业标准，推动全员安全文化落地
- Participates in safety, health, and environmental continuous improvement initiatives. 参与安全、健康及环境(EHS)持续改进计划
- Prepares budgets and monitors expenses. 编制年度设备维护预算
- Plans, coordinates and oversees annual plant and boiler shutdown activities. 统筹规划并监督执行年度产线停产维修计划，重点管控锅炉系统停机维护
- Provides technical support for maintenance functions for central maintenance. 提供专业技术指导，解决复杂设备故障
- Manages the Avient Reliability Program. 主导实施Avient可靠性管理计划，建立设备全生命周期可靠性指标体系
- Provides advisory support to the plant-engineering group. 为工厂工程提供专业技术咨询
- Maintains plant engineering standards and compliance. 确保特种设备100%符合TS认证及当地环保法规要求
- Drives the cultural changes necessary for the organization. 推动组织文化变革，构建数据驱动的设备管理决策体系
- Resolves personnel conflicts and ensures customer satisfaction. 协调处理团队矛盾冲突，保障服务客户满意度
- Develops systems and uses applicable tools to improve understanding of maintenance costs and utility measures relative to overall goals of reliability. 开发维护成本分析系统，运用数字化工具实现可靠性目标与成本支出的关联可视化
- Oversees the daily operation of the utilities systems for the site. 监管厂区公用工程系统（水/电/气/蒸汽）日常运行
- Inspects and troubleshoots equipment as needed, including steam boiler internals. 实施蒸汽锅炉等关键设备定期巡检与故障排查
- Manages engineering stores functions to properly support plant needs, including maintenance material and contracting needs, process material needs, raw material purchasing, and physical inventory. 管理工程物资仓储体系，统筹维护耗材采购、工艺原料储备、原材料采购和备件库存
- Other projects/duties as assigned.其他被领导安排的工作
Qualifications
- Education: Bachelor or above in mechanical or electrical automation. 机械工程/电气自动化全日制本科及以上学历
- Above 10 years Plastics Manufacturing Industry maintenance experience, electrician certificate; welding certificate.10年以上塑料制造行业，母粒造粒行业设备管理经验，持压力容器操作证，持有电工/焊工特种作业证
- Personal Skills: Time/Priority Management, Work on a Team, Organizational Skills, self-motivated, can be work under stress. 高压环境下精准把握工作优先级擅长跨部门写作与人才培养，精益管理思维
- Software Skills: Office software; 熟练运用办公软件
- IT Security training etc. 接受过信息安全培训
