1993年5月，为引入国际质量管理先进理念，增强企事业单位质量意识，设立深圳质量认证中心（英文缩写SQCC），直属深圳市质量技术监督局，是国内最早从事质量管理体系认证的机构之一。1996年，经中国质量体系认证机构国家认可委员会（CNACR）评定及国家质量技术监督局批准，获准开展ISO9001质量管理体系认证，注册号为SC20；1999年，通过中国环境管理体系认证机构认可委员会（CACEB）评定，取得ISO14001认证资格，注册号为HR12，服务范围扩展至质量管理以外领域；2000年，被国家批准为职业健康安全管理体系(GB/T28001-2001)认证试点机构（国认体委秘函（2000）39号）。SQCC由此成为国内规模最大的综合性认证机构之一。同年12月，为适应认证事业开放化和市场化趋势，SQCC注册成立环通认证服务有限责任公司（英文缩写UCC）。次年，认证项目总量首次超过历年总和，UCC进入快速发展阶段。2001年，获荷兰RvA认可机构认可，具备直接颁发欧洲ISO9001认证证书的资格（认可注册号：C345）；2002年，通过全国职业安全健康管理体系认证机构认可委员会（CNASC）评审，正式获得职业健康安全管理体系认证资格（认可注册号：LAR19）；2005年，获得英国UKAS认证机构认可（NO.241），成为首家获得多项境外认可资质的认证机构，其证书在美、英、法、澳等29国实现互认。同时，UCC加入国际互认体系，拓展HACCP、TL9000、CMM等认证业务，并举办各类学术交流和培训活动，推动质量管理新知识普及。2002年7月，UCC通过国家认监委审批登记，批准号为CNCA-R-2002-024；同年10月，为强化培训服务，SQCC注册成立国信认证培训服务有限公司（英文缩写NCT），批准号为CNCA-P-2002-089。2003年7月，UCC更名为“深圳市环通认证中心有限公司”，简称“环通认证中心”，英文缩写保持不变。2005年，通过英国UKAS认可，可颁发带UKAS皇冠标志的质量管理体系认证证书；2008年初，通过荷兰RvA环境管理体系认可，能为企业提供国外认可的环境管理体系认证服务，以满足国内企业日益增长的国际经贸需求。
