### 一、基本情况

湖南宏旺环保科技有限公司位于风景秀丽的湖南常德经济技术开发区，成立于2013年2月，注册资金1.72亿元，规划用地200亩以上，现有员工约100人。作为一家专注于废弃资源综合利用的高新技术企业，公司是国家重点支持的战略新兴产业之一。公司拥有年综合处理废矿物油与含矿物油废物20万吨的资质，是中国物资再生协会副会长单位，并被授予“全国废矿物油再生示范基地”。公司还担任湖南省润滑油行业协会会长单位，荣获常德经开区2019年“明星企业”称号。2019年和2023年，公司在“中国节能环保基础油优秀企业”评选中名列前茅。2020年，湖南省发改委授予其“湖南省资源循环利用典型案例”称号。2021年，公司被评为湖南省专精特新“小巨人”企业，并荣获“常德经开区2021年成长之星”称号。2022年，公司获得常德市第十五届“十佳优秀企业”称号，并再次被评为专精特新“小巨人”企业。公司被列入工信部《废矿物油综合利用行业规范条件》企业名单之一，目前全国仅有8家企业入选，是常德市重点上市后备企业之一，2021年已进入省重点上市后备企业资源库。

两山环境成立于2020年9月，是宏旺环保二期工程也是其全资子公司，主要从事固危废综合利用项目。2020年12月，该项目获得常德市生态环境局经开区分局环评批复，同意建设。主要内容包括：危险废物收集、贮存、转运中心项目5万吨/年，危险废物综合利用项目20万吨/年。项目涉及危险废物37大类，其中危险废物收集、贮存、转运中心项目涉及12大类。目前，废水、废乳化液生产线已进入试投产阶段，危险废物低温无氧热解综合利用生产线已完成建设，预计2024年3月逐步投产运行。

### 二、主要业务

公司一期项目通过废矿物油与含矿物油废物的综合利用，生产润滑油基础油和燃料油，有效减少了废矿物油对环境的污染。公司生产的润滑油基础油是调和成品润滑油的主要原料，广泛应用于工业、农业和车用润滑油的生产。公司主要客户为大型润滑油生产企业，已与多个大型央企及上市公司建立战略合作伙伴关系。公司产品畅销全国多个省份，质量各项性能指标均达到或超过行业标准，深受客户好评。

公司二期固危废综合利用项目主要解决固废危废对环境的污染，同时实现经济效益和社会效益。项目设计年产能20万吨，预计2024年3月逐步投产。

### 三、发展规划

湖南宏旺环保科技有限公司自成立以来，一直致力于节能环保事业，专注于废物利用的绿色产业，致力于为环境保护作出贡献。公司愿景是“建设天蓝、地绿、山青、水净的美丽地球”。公司计划总投资10亿元，分三期建设完成。其中，投资3.5亿元的一期工程已建成投产，投资2亿元的二期（两山环境）固危废综合利用项目已于2021年开工建设，预计4条生产线从2024年3月开始逐步投产。二期设计年产能20万吨，年产值超过3亿元。第三期工程目前处于规划阶段，预计“十四五”末可实现营收10亿元以上，利税1.5亿元以上。2022年1月13日，公司已与券商、会计师事务所、律师事务所签订上市辅导协议，计划今年完成股改。根据公司整体上市工作计划，预计2025年前完成新三板挂牌，力争2026年在北交所上市。
